Municipal waste and wastewater charges also rose sharply, outpacing inflation. Average wastewater fees rose 5 % and waste‑disposal fees 4 % for a typical four‑person household. Two‑hundred‑seventy‑two municipalities lifted wastewater fees, and 113 now charge households over €1,000 annually – up from 21 municipalities six years earlier. Officials attribute the surge to the CO₂ levy, higher collection standards and ongoing fiscal pressure; Steinheuer has called for state lump‑sum funding to ease residents’ burden. In response, NRW unveiled a revised municipal‑financing law on 27 July, raising the “Verbundsatz” – the share of state tax revenue allocated to municipalities – from 23 % to 23.5 %, delivering roughly €360 million for 2027. On the same day NRW allocated €4.945 million to Neuss for station refurbishment and a green corridor, and announced it would drop the dynamic school‑inclusion allowance, a move municipal groups say will further strain budgets.
