German public broadcasting restructuring

Overview

German public broadcasters ARD and ZDF are implementing structural reforms to optimize resources and comply with state treaty mandates. A key component of this reorganization is the reduction of linear programming. By December 31, 2026, the channels ARD One, Tagesschau24, and ARD-Alpha are scheduled to cease traditional television broadcasting.

While Tagesschau24 will disappear from classic television, its news editorial team will transition to a digital-first model. This includes providing live news streams via the ARD Mediathek, smart TVs, the Tagesschau website, the Tagesschau app, and YouTube. These digital offerings will feature scheduled news segments and special coverage for breaking news. To maintain news capabilities, ARD-aktuell in Hamburg is reorganizing its structures, and the news service Phoenix will continue as a joint information offering. In instances of major news events, Phoenix may broadcast Tagesschau live news segments on traditional television.

Under a new reform treaty, the special-interest channel ZDFneo will be converted into a joint venture titled “neo von ARD und ZDF,” designed to serve as the primary channel for young adults. The reorganization also includes a joint documentary channel to succeed ZDFinfo. Further adjustments involve a reduction in DAB+ radio programs, with the number of programs expected to decrease from approximately 70 to a maximum of 53. Long-term plans suggest that by 2029, ZDFneo may transition to a non-linear format, with Kika, funk, ZDFinfo, and Phoenix potentially moving away from linear broadcasting by 2033. Decisions regarding Arte and 3sat remain pending due to the involvement of other European partner states.
