Systemic friction is evident in administrative hurdles and legal rulings. Data from Medizinischer Dienst Bayern indicates that more than one in four initial applications for a care level are rejected because the need for help does not always meet the legal definition of care dependency. Furthermore, while a 2026 regulation will reduce the frequency of mandatory consultation visits for those with care levels 2 through 5, legal rulings have clarified that private insurers may offset unpaid contributions against care allowances.
