Matthias Anbuhl of the German Student Union noted that the Bafög housing allowance, even with a planned increase to 440 euros in 2027, remains insufficient to cover market rates in most university towns. Competition for limited affordable options remains intense, as seen in Cologne, where only one-third of applicants successfully secure a dormitory spot.
