German-Ukrainian security and municipal relations

Overview

German municipalities have largely maintained formal city partnerships with Russia despite the war in Ukraine. An investigation of approximately 100 municipalities found that only one has officially terminated its partnership. While most have suspended official exchange programs, travel, and receptions, many maintain informal contacts through cultural or administrative channels. Approximately 42 percent of the surveyed cities expressed a desire to reactivate these partnerships if a peace settlement is reached.

Concurrently, the German state of Baden-Württemberg has entered into a direct cooperation agreement with Ukraine to combat hybrid threats. Interior Minister Manuel Hagel announced that the agreement will facilitate information exchange regarding espionage, cybercrime, and drone attacks. The partnership includes practical training where Ukrainian experts will instruct German police on drone defense and tactics, while German specialists will also provide training within Ukraine.
