Airlines that fail to meet the mandated Sustainable Aviation Fuel (SAF) blending quotas would be charged €1,332 per tonne of shortfall, with additional fines for reporting breaches. The Luftfahrt‑Bundesamt will monitor compliance and may impose administrative fines up to €50,000.
In early August 2026 the draft was refined, specifying that the SAF quota will rise from 2 % in 2025 to 5 % in 2030 and reach 70 % by 2050. The German Airlines Association welcomed the absence of a national “special route” exemption and urged that any revenue be earmarked for further alternative‑fuel programmes, noting that SAF costs three to five times more than conventional kerosene and could raise ticket prices.
