The offence of “Erregung öffentlichen Ärgernisses” allows administrative penalties when exposure shocks or harasses children.
The pattern continued on 29 July in Gladbeck, where a man in his mid‑20s exposed his genitals to a 75‑year‑old woman on a park bench in the Wittringer Wald area. Police described the suspect and opened a hotline for witnesses, underscoring that exhibitionist behaviour is not limited to child‑focused venues but affects a broader range of public spaces.
Together, the incidents—from Großauheim (6 July) to Herten (15 July), Wiesbaden (17 July) and Gladbeck (29 July)—show a recurring nationwide trend, prompting coordinated police appeals, heightened public awareness and continued legal scrutiny.
