Germany expands domestic‑violence electronic bracelet plan

Overview

Germany’s pilot program that equipped domestic‑violence perpetrators with electronic ankle bracelets in Hesse in early 2025 is being rolled out nationwide. A reform of the Violence Protection Act announced in June 2026 will expand the Joint Electronic Monitoring Centre (GÜL) from about 30 to 102 sites, enabling simultaneous tracking of perpetrators and at‑risk victims across the country. The law, now set to take effect on 1 July 2027 after a brief postponement, requires multistage alarms and a panic‑button that notifies victims when a wearer enters a prohibited zone.

The Justice Ministry reported that, by the end of June 2026, 147 people were under bracelet monitoring – 128 convicted high‑risk offenders and one individual subject to the Residence Act. GÜL processed roughly 25,700 monitoring reports in 2025, with police intervention in only about 1.5 % of cases.

State governments are joining the rollout. Saxony‑Anhalt and Rhineland‑Palatinate have signed a treaty to integrate their justice systems with GÜL, aiming for full implementation by mid‑2027. The devices will alert victims and allow rapid police or court action when offenders breach protected zones.

The expansion is expected to triple case numbers, prompting a staff increase at GÜL from 32 to over 100. The reforms may also permit courts to order bracelets for domestic‑violence perpetrators or stalkers as a preventive measure.
