Overview

By the end of 2025 Germany’s total public debt reached a record €2.66 trillion, a 6 % rise from the previous year, with per‑capita debt climbing to €31,887. The increase was driven by higher federal and municipal borrowing, while the federal share alone grew to €1.84 trillion.

On 29 July 2026 the Federal Statistical Office (Destatis) published detailed figures confirming the record level: overall debt rose by €151.4 billion, federal debt to €1.8404 trillion, state debt to €624.9 billion and municipal debt to €197.0 billion, the latter up 15.4 % for the sixth straight year. Per‑capita debt fell only in three regions (Rhineland‑Palatinate, North Rhine‑Westphalia and Berlin) while Saxony saw the strongest rise, 17.1 % to €1,736.

In July 2026 the government also announced a change to debt‑collection rules, raising exemption limits for certain debts. These policy steps aim to ease collection pressures amid the broader fiscal context of expanding liabilities across all levels of government.
