Germany small-business tax reforms & e-invoice rollout

Overview

In early July 2026, Germany announced a revamp of its small-business VAT exemption, introducing new turnover thresholds that will take effect in 2025 to align the regime with broader fiscal goals.

The same month, the government detailed a mandatory e-invoice system for all VAT-liable firms. From 1 January 2025, companies must be able to receive electronic invoices meeting the EN 16931 standard, using the XRechnung XML format or the hybrid PDF-XRechnung ZUGFeRD format. An outbound B2B obligation begins on 1 January 2026, with the final requirement that firms with annual turnover above €800,000 issue e-invoices from 1 January 2027; smaller firms will follow in 2028.

Publishers and booksellers are among the first sectors to shift from paper to digital billing. Compliance checks under the Growth Opportunities Act, the VAT Application Decree, and EU norm EN 16931 have already flagged many non-conforming invoices, leading to rejections for tax-credit purposes. Detlef Bauer of Libri noted that many incoming invoices still fail these checks.

To prepare for the 2027 milestone, the E-Rechnungsgipfel conference is scheduled for 26–28 October 2026 in Frankfurt am Main. The summit will address the EN 16931:2026 standard, XRechnung 4.0, ZUGFeRD 2.5, and the integration of national requirements into European strategies like ViDA, including the potential role of AI in automation. Businesses are urged to update accounting software, train staff, and use certified channels such as Leitweg-ID or PEPPOL-ID.
