Overview

The Ghana Cocoa Board (COCOBOD) has navigated complex financial obligations involving both domestic debt restructuring and operational arrears. In early September 2026, the Board completed its mandatory 2026 payment obligations to bondholders affected by the Domestic Debt Exchange Programme (DDEP), settling GH¢2.3 billion to bring its total DDEP-related payments for the year to GH¢2.68 billion.

However, the organization is simultaneously facing a debt crisis regarding operational payments. By mid-September 2026, COCOBOD owed nearly GH¢4 billion in outstanding payments to Licensed Buying Companies (LBCs) from the 2025/26 cocoa season. The Chamber of Cocoa Marketers Ghana (CCMG) reported that these arrears are hindering the ability of LBCs to secure necessary credit and working capital for the upcoming 2026/27 crop season, with some companies forced to borrow at interest rates as high as 40%.

COCOBOD has stated that accounts are still being reconciled following the end of the previous season, and leadership is expected to meet with the CCMG to address these outstanding issues.
