Ghana commercial motorcycle regulation

Overview

The Ghanaian government, through the National Road Safety Authority (NRSA), has proposed new regulations to distinguish commercial motorcycle riders, known as Okada riders, from private users. The proposal includes a system of distinct registration and number plates, requiring commercial riders to belong to a recognized union or company to obtain licensing linked to the Driver and Vehicle Licensing Authority (DVLA).

In response to these regulatory moves, the Okada Riders Association has established its own training centre to prepare members for upcoming legalisation. The association aims to train 50 to 60 riders daily on traffic regulations and road discipline. Association representatives noted that previous industry chaos stemmed from a lack of formal government training systems and suggested that formal certification and clearer enforcement deadlines are necessary to improve compliance and road safety.
