Overview

Ghana is implementing fiscal measures to manage its debt obligations following its 2022 sovereign default. The government is utilizing a Domestic Debt Exchange Programme (DDEP) to restructure domestic debt and restore macroeconomic stability.

In July 2026, the Ministry of Finance reported progress toward a GH₵30 billion sinking fund intended to meet DDEP obligations, noting the fund held GH₵15.6 billion as of late July. This effort follows the early settlement of a US$700 million Eurobond in July 2026, part of a broader US$2.1 billion repayment to Eurobond holders since January 2025.

On 19 August 2026, the government transferred GH₵10,816,840,318.26 to DDEP bondholders. This settlement was made entirely in cash and on schedule, marking the third consecutive coupon payment completed without a Payment-In-Kind (PIK) component or bond swaps. Total disbursements to DDEP bondholders since 2025 have reached approximately GH₵41.36 billion.

Finance Minister Dr. Cassiel Ato Forson stated these payments are intended to “demonstrate fiscal discipline, reduce sovereign default risk, and reinforce the nation’s financial credibility.” Unlike previous crises focused on external creditors, this restructuring directly impacts the domestic financial system, affecting local banks, pension funds, insurers, and individual savers. The government maintains that these payments are accounted for within the current fiscal framework without impacting spending on social programs, wages, or capital projects.
