Ghana domestic petroleum refining and supply stability

Overview

Ghana is working to strengthen its domestic petroleum refining capacity and supply security. The National Petroleum Authority (NPA) has expressed confidence in consistent fuel output through December, noting that the country maintains at least six weeks of fuel cover.

Industry experts suggest that the combined operations of the Sentuo Oil Refinery and the Tema Oil Refinery (TOR) could meet between 25 and 30 per cent of national fuel consumption. While this domestic capacity helps reduce supply insecurity, officials noted that it may not immediately lower pump prices because refineries still purchase crude at international benchmark prices.

To further integrate upstream production with domestic refining, the Tema Oil Refinery received its first shipment of approximately 950,000 barrels of light sweet crude from the Sankofa-Gye Nyame field. This delivery, facilitated by the Ghana National Petroleum Corporation (GNPC), is intended to create a dependable domestic market for Ghanaian crude and retain more value within the local economy.
