Ghana DVLA driver’s licence delinquency dispute

Overview

The Driver and Vehicle Licensing Authority (DVLA) in Ghana issued a clarification regarding delinquency charges applied to motorists with expired driver’s licences. The group contends that while Regulation 46(8) of the Road Traffic Regulations, 2026 makes it an offence to drive with an expired licence, it does not criminalize the mere possession of an expired one, noting that many individuals may hold expired licences without having driven during the lapse period.
