Ghana energy regulatory and efficiency initiatives

Ghana is expanding its energy efficiency and regulatory initiatives through both regional cooperation and domestic legislative reform.

On a regional level, Ghana is sharing its expertise in Minimum Energy Performance Standards (MEPS) and energy labelling with Nigeria. A technical delegation from Nigeria’s Federal Ministry of Power conducted a study tour of the Energy Commission of Ghana to examine how these standards are developed and enforced. Domestically, the Commission has also launched training programs for the hospitality sector to help manage high electricity costs and reduce emissions.

Concurrently, the Energy Commission is pursuing a major overhaul of its regulatory framework. This includes nationwide consultations to re-enact the Energy Commission Act of 1997 to better address modern technologies like renewable energy and electric mobility. The Commission also proposes a ‘carrot and stick’ approach to building efficiency, which would integrate energy requirements into the building permit process while offering incentives, such as preferential property rates, for high-efficiency developments.
