Overview
The Ghana Energy Ministry proposed introducing private sector participation (PSP) into the Electricity Company of Ghana (ECG) distribution network. Representing the Minister of Energy and Green Transition, Dr. Yussiq Sulemana stated the move is intended to ‘complement’ the state utility by adding technical expertise, capital, and capacity to improve electricity delivery and revenue collection.
This proposal has led to a dispute with the Trades Union Congress (TUC)-Ghana, which rejected the plan. The TUC argues the arrangement is a form of privatisation because private operators would manage distribution from bulk supply points to customers, including billing and maintenance.
The Energy Ministry has denied these claims, with spokesperson Richmond Rockson asserting that the government does not intend to transfer ownership of ECG or NEDCo assets to private entities. The Ministry maintains the model aims to address structural and financial challenges through operational involvement rather than asset privatisation.
