Ghana energy sector private participation dispute

Overview

The Ghana Energy Ministry’s proposal to introduce private sector participation (PSP) into the Electricity Company of Ghana (ECG) and the Northern Electricity Distribution Company (NEDCo) has escalated into a labor dispute. While the Ministry, supported by the World Bank and the International Monetary Fund (IMF), maintains the move is intended to ‘complement’ the state utility by adding technical expertise and capital without transferring asset ownership, the Trades Union Congress (TUC)-Ghana has rejected the plan.

The TUC argues the arrangement is a form of privatisation because private operators would manage distribution from bulk supply points to customers, including billing, maintenance, and network management.

In response, staff unions at ECG, including the Public Utility Workers Union (PUWU), the Senior Staff Union (SSU), and the Junior Staff Union (JSU), had scheduled a nationwide demonstration for September 29, 2026. Workers planned to march across all regions to present petitions to regional ministers for delivery to President John Dramani Mahama.

However, PUWU has since postponed the planned protests following consultations with the Ministry of Energy. The union intends to present concerns and alternative measures to improve the financial and operational performance of state-owned distributors, arguing that recent improvements in ECG’s revenue mobilization show the company can be rehabilitated through government support and institutional investment.

Deputy Minister for Energy and Green Transition, Richard Gyan-Mensah, stated that the government intends to keep unions involved throughout the assessment process. A transaction adviser is currently engaging stakeholders, including workers, civil society, and Parliament, to submit a report to guide the government’s final decision on the proposed reforms.
