Ghana fisheries and blue economy development

Overview

Ghana is engaging in multiple international and bilateral efforts to strengthen its blue economy and fisheries management.

On October 19, 2026, Ghana and Norway signed a five-year cooperation agreement under the Oceans for Development Programme. Norway pledged up to 100 million Norwegian kroner in technical assistance to support sustainable marine resource management, improve food security, and combat illegal, unreported, and unregulated fishing. This initiative aims to protect a sector that generates over $425 million in annual exports for Ghana.

Following this, Ghana and Nigeria met in Accra to discuss coordinated efforts in the Gulf of Guinea. The two nations focused on joint research, information sharing, and enforcement to address declining fish stocks and illegal fishing. Concurrently, Ghana’s Fisheries Minister inspected fish-weighing systems at the Tema Fishing Harbour to improve data accuracy and monitoring, a move intended to address concerns regarding the country’s European Union yellow card status.
