Ghana public fund recovery and audit oversight
Overview
Interior Minister Muntaka Mohammed-Mubarak addressed payroll irregularities within the Ghana Immigration Service (GIS) during a Public Accounts Committee hearing. The Minister ordered the recovery of GH¢46,000 paid to two former officers who continued to receive salaries after leaving their posts in 2024 and 2025. To prevent these individuals from leaving the country, the Minister stated that suspects are being placed on a travel stop list. Additionally, the Minister confirmed that GH¢124,552 in excess salary arrears paid to 23 GIS officers at the Elubo post has been recovered. While the principal amount was returned, a dispute exists regarding whether the officers should pay interest.
In a broader report, Auditor-General Dr. Pamela Graham announced that the Audit Service recovered more than GH¢18 billion in public funds between 2022 and 2026. She noted that the service prevented approximately GH¢11.7 billion in losses in 2025 by identifying and stopping irregular payments. Dr. Graham urged public institutions to implement audit recommendations to improve accountability and strengthen internal controls.
