Ghana social protection and gender equity initiatives

Overview

The Ghanaian Ministry of Gender, Children and Social Protection has moved from community-level engagement toward the establishment of formal legal frameworks for social welfare and equity.

Initially, the Minister for Gender, Children and Social Protection, Dr. Agnes Naa Momo Lartey, conducted community dialogues in areas including Tema Manhean, Bankuman, Chorkor, and Mamprobi. These sessions focused on social challenges such as drug abuse, youth unemployment, and traditional gender norms, while encouraging the use of the Single Window Citizen Engagement Service (SWECES) to report grievances.

Following these engagements, the government prepared to launch three major legal instruments in Accra to reinforce these efforts. These include the Social Protection Act, 2025 (Act 1148), the Social Protection Regulations, 2026 (L. I. 2521), and the Affirmative Action (Gender Equity) Regulations, 2026 (L. I. 2522). The new laws aim to create a coordinated national system to support vulnerable populations and strengthen institutional accountability regarding gender equity.
