Ghana Tarkwa Mine lease dispute and reforms

Entities: Gold Fields · Samuel Okudzeto Ablakwa · Tarkwa Gold Mine · Apinto Divisional Council · David Agbee

Overview

In late July 2026 the Apinto Divisional Council, custodians of customary land in Ghana’s Western Region, asked the government not to renew Gold Fields Ghana’s lease for the Tarkwa gold mine, which ends in April 2027. The council cited extensive environmental damage on more than 4,000 hectares and argued that a “shared‑prosperity” model—either Ghanaian‑owned or state‑run—would better serve national and local interests.

Minister for Lands and Natural Resources Emmanuel Armah‑Kofi Buah, on a trade mission to Hong Kong and Beijing, reiterated Ghana’s ambition to become Africa’s premier mining investment hub, pointing to anticipated policy reforms and plans for domestic value‑addition.

At the same time, Ghana’s mining sector received calls for broader strategic investment. Sammy Gyamfi, chief executive of the Ghana Gold Board, urged the African diaspora to fund long‑term projects in manufacturing, agribusiness, technology, health, infrastructure and green energy, praising President John Dramani Mahama’s push for stronger African ownership of strategic resources. Foreign Affairs Minister Samuel Okudzeto Ablakwa announced technical cooperation with Australia to advance sustainable mining, restore degraded forests, clean waterways and expand solar energy.

The Minerals Commission was honoured at the 5th Mining Local Content and Compliance Forum in Tanzania for its leadership in keeping mining spend domestic. The Extractive‑Sector Multi‑Stakeholder Group has pressed Parliament to ensure timely disbursement of mineral royalties to host communities, warning that delays hinder development and undermine the Minerals Development Fund Act.

The debate over a possible state‑majority takeover of Tarkwa, first raised by Dr David Agbee, continues. Critics stress the high cost, risk to the Heritage Fund and the need for specialised expertise to manage a world‑class operation, questioning whether a state takeover would deliver the expected benefits.
