Global cigarette and liquor smuggling investigations

Authorities in Finland and Colombia have conducted significant operations to combat the illegal trade of tobacco and alcohol.

In Finland, customs and police uncovered two major smuggling operations occurring during the spring and summer of 2026. Investigations revealed that at least 40 million cigarettes were illegally imported, with 11 million units seized. One operation involving a distribution hub in Hämeenkyrö saw 26 million cigarettes transported from Latvia, resulting in an estimated 10.5 million euros in evaded taxes. Officials noted that these illegal imports are becoming “increasingly professional and organized.”

In Colombia, authorities have intensified efforts to prevent tax fraud and protect consumer health. In Cundinamarca, officials underwent training to improve the detection of irregularities in the distribution of liquors and wines. Meanwhile, in Valle del Cauca, anti-smuggling operations conducted between January and September 2026 led to the seizure of over 4.3 million cigarettes and 8,600 units of liquor. These coordinated efforts resulted in 18 arrests and the closure of 152 commercial establishments.
