Global construction industry cost and sentiment pressures

Overview

The global construction industry faces sustained upward pressure on operational costs, driven by rising material, fuel, and labor expenses.

In the United States, construction input prices rose 1.2% in August 2026. Data from the Bureau of Labor Statistics shows year-over-year increases of more than 10% for iron, steel, softwood lumber, and copper wire. Steel mill product prices have risen 23.4% over a 12-month period, with prices since February 2020 more than doubling. Consequently, the NAHB/Wells Fargo Housing Market Index fell to 29 in October, its lowest level since June 2012, as builders cited mortgage rates exceeding 7% and high energy prices as drivers of weakened buyer traffic.

In Malaysia, the Master Builders Association Malaysia (MBAM) warned that rising costs for fuel, transport, bitumen, and copper, alongside a RM1,700 minimum wage and mandatory EPF contributions for foreign workers, are squeezing margins. MBAM is calling for a Variation of Price (VOP) mechanism in the 2027 Budget to manage costs tied to fixed-price contracts.

In the United Kingdom, approximately 32% of firms expected to increase prices in October, the highest proportion since early 2023. Energy price volatility and fuel costs remain major drivers, with some businesses reporting energy increases of up to 25% over six months. While annual material inflation reached 6.4% in August, the UK Construction PMI rose to 46.1, indicating continued sector contraction. Additionally, 96% of SME builders in the UK expressed hesitation regarding new developments due to viability issues and planning delays.

In Portugal, new housing construction costs rose 7.5% year-on-year in August, driven by increases in labor (8.0%) and materials (7.1%), including significant hikes in copper wire (+30%) and PVC pipes (+20%).
