Overview

The regulatory landscape for crypto-assets is undergoing significant shifts toward harmonization and increased oversight. In Monaco, the government has proposed Bill No. 1131 to overhaul its existing cryptocurrency framework, aiming to align with the European Union’s Markets in Crypto-Assets (MiCA) regulation and Financial Action Task Force (FATF) standards. This proposal seeks to expand the supervisory powers of the Commission de Contrôle des Activités Financières (CCAF) to address anti-money laundering concerns.

Concurrently, the implementation of MiCA within the European Union is expanding its scope. While MiCA focuses on market supervision, transparency, and investor protection, new frameworks such as the EU’s DAC8 Directive and the OECD’s Crypto-Asset Reporting Framework (CARF) are integrating digital assets into global tax infrastructures. These measures transform crypto intermediaries into gatekeepers for the automatic exchange of information regarding cross-border transactions and wealth.
