Global debate over energy and fossil fuel subsidies

Overview

Global discussions regarding public subsidies have focused on the tension between economic relief and environmental sustainability. A United Nations Development Programme (UNDP) report indicated that global energy subsidies could exceed $1 trillion by 2026, driven by rising oil prices and conflicts in West Asia. While these subsidies helped prevent millions from falling below poverty lines, they have placed significant pressure on national budgets due to high interest rates and debt.

In a recent address in Yerevan, Armenia, ahead of the COP17 biodiversity summit, UN Secretary-General António Guterres intensified his critique, warning that fossil fuel subsidies are equivalent to ‘subsidizing suicide.’ He stated that hydrocarbons are causing the planet to boil and represent a scourge to global biodiversity.

Guterres highlighted a persistent disparity in funding, noting that for every dollar invested in nature protection or restoration, approximately 30 dollars are directed toward activities that degrade it. This includes an estimated $2.6 trillion in annual public subsidies linked to activities that damage the climate and natural resources. Although nearly 200 nations committed in 2022 to reducing harmful subsidies by at least $500 billion annually by 2030, Guterres noted that progress has been minimal and urged governments to redirect these funds toward the benefit of people and the planet.

In a related development, EU Finance Ministers have called for the gradual phase-out of fossil fuel subsidies during the upcoming COP31 negotiations in November.
