Global overtourism management and infrastructure tensions

Major global destinations are experiencing a tension between managing overtourism and expanding travel infrastructure. In several coastal and historic cities, residents have engaged in protests against the impacts of mass tourism, leading to specific restrictions on the cruise industry. For example, Barcelona plans to reduce its cruise terminals from seven to five by 2030, while Venice has implemented measures to keep large ships away from its historic center and tested day-tripper access fees. Amsterdam is also seeking to reduce ocean cruise ship visits and relocate its passenger terminal.

Despite these efforts to curb tourism through taxes, rental bans, and visitor limits, several European cities are simultaneously pursuing large-scale airport expansions to meet rising demand. Venice is working to increase Marco Polo Airport’s capacity to 20 million passengers, and Schiphol Airport in Amsterdam is constructing new boarding areas. Athens is also expanding its international airport, while proposed expansions at Barcelona’s El Prat Airport have faced local opposition. Critics have noted the difficulty of reconciling massive infrastructure growth with the struggles of local populations facing tourism-related pressures.
