Global South multilateralism and development initiatives

Overview

The Global Development Initiative (GDI), introduced by China in 2021, has evolved into a broad international framework for South-South cooperation. The initiative has mobilized over 23 billion U.S. dollars to support more than 1,800 livelihood projects, with its scope expanding from poverty reduction and food security into digital economy, green development, and artificial intelligence.

As the GDI grows, there is an increasing push for new global governance structures. Leaders from the Global South are advocating for a shift toward “operational multilateralism” to address perceived ineffectiveness in the current international system. This movement includes the introduction of China’s Global Governance Initiative (GGI) alongside the GDI, the Global Security Initiative (GSI), and the Global Civilization Initiative (GCI), aiming to bridge gaps in peace, development, and security between the Global North and South.
