Goiás grain trade tax evasion investigation

The Public Ministry of Goiás (MPGO) has launched ‘Operação Safra Oculta’ to dismantle a tax evasion scheme involving the interstate trade of grains. The investigation targets organized crime, money laundering, and tax fraud.

Authorities are executing nine preventive arrest warrants and 13 search and seizure warrants across the Brazilian states of Goiás, Santa Catarina, São Paulo, Mato Grosso, and Bahia. The operation focuses on the use of ‘noteiras’—shell companies used to issue fraudulent tax documents—and ‘laranjas’ (straw men) to hide the identities of the true beneficiaries of the grain transactions.

Two primary companies under investigation have accumulated over R$ 90 million in unpaid ICMS (state value-added tax). One of these entities reportedly moved nearly R$ 200 million in a short period. The scheme allegedly involved specialized accounting support to hide production from state authorities. Investigators are also looking into the involvement of rural producers and businessmen who may have used this structure to avoid tax obligations. The investigation has expanded to include three accountants suspected of structuring the fraudulent operations.
