Google Android sideloading security restrictions

Google is implementing new security protocols for the Android operating system to restrict the sideloading of applications from unverified sources. The initiative aims to combat malware and social engineering tactics used by cybercriminals.

Central to these measures is a mechanism referred to as ‘Android Developer Verifier’ or ‘Advanced Flow’. This process requires users to enable Developer Mode, undergo security checks, and restart their device. A key component is a mandatory 24-hour waiting period after permissions are enabled before unverified software can be installed, intended to prevent attackers from using social engineering to bypass protections quickly.

Beyond user-side restrictions, Google is introducing identity verification for app developers distributing software on certified Android devices. This policy will apply to third-party stores, such as the Galaxy Store and OPPO App Market, and will require developers to provide official identification and pay a fee. These updates follow the identification of sophisticated malware like ‘Manic’, which can steal credentials while a device is offline, and ‘ToxicPanda 2.0’, which targets financial and cryptocurrency applications.

Google is also expanding its ‘SafetyCore’ and ‘ContentSafetyManager’ technologies to allow authorized apps to monitor sensitive content, such as blurring explicit images in messaging apps, directly on the device. Mandatory verification is scheduled to begin in Brazil, Indonesia, Singapore, and Thailand by September 2026, with a broader global deployment expected to continue through 2027.
