Google’s €13 billion investment in Finland’s digital and energy infrastructure, intended to expand AI capabilities through new data centers in Kajaani, Muhos, and Vaala, is facing regulatory delays. While the project aims to boost the economy and utilizes a 22-year power agreement with Fortum to secure nuclear and wind energy, it has encountered significant environmental scrutiny. Finland’s supervisory agency, LVV, is investigating allegations that Tuike Finland, a company representing Google, cleared more than 300 hectares of forest in Muhos without conducting a mandatory environmental impact assessment. Investigations suggest this work included tree removal, topsoil stripping, and the construction of site roads and ditches. Although Google maintains that its land clearing complies with the Forest Act, the Finnish Association for Nature Conservation has called for a suspension of work until the legality of the clearing is clarified. In response to these findings, a Finnish government agency has ordered Google to suspend all preparatory work for the Muhos and Kajaani data center projects by October 23, 2026. The order mandates a halt to any measures that could “significantly alter the environment” while the investigation continues, noting that failure to comply may result in coercive procedures. Google spokesperson Sondre Ronander acknowledged the issue, stating, “We understand the concerns expressed and recognize that, in this specific case, we have not lived up to our own high standards.” The company has indicated it will review the agency’s findings and follow subsequent recommendations, noting plans to implement biodiversity measures such as tree planting across 130 hectares. The project developer, Tuike Finland, has until October 14 to provide an explanation and a plan for proceeding. Recent reports indicate the scale of deforestation may be larger than initially estimated, with approximately 400,000 trees reportedly felled across Muhos and Otanmäki.
