Google investment in Finland AI infrastructure

Overview

Google has announced a major investment of at least €13 billion in Finland’s digital and energy infrastructure, scheduled for 2027 and 2028. This initiative, the company’s largest single investment in Europe, focuses on expanding artificial intelligence capabilities through the construction of three new data centers in Kajaani, Muhos, and Vaala, alongside the expansion of an existing facility in Hamina.

To support these operations, Google has entered into a 22-year power purchase agreement with Fortum to secure up to 50 percent of the Loviisa nuclear power plant’s capacity from 2030 to 2049. This agreement is intended to provide the revenue certainty needed for a €1 billion program to extend the plant’s operational life until 2050. The energy strategy also includes investments in onshore wind projects and a 94-megawatt battery system near Kajaani to enhance grid stability.

While Google estimates the project will contribute approximately €3.6 billion annually to Finland’s GDP and support over 37,000 jobs during the construction phase, some Finnish officials have offered a more cautious outlook. These officials suggest that the net domestic impact may be lower, noting that “70–80% of the investment may go toward imported hardware” and that actual cumulative GDP growth could be less than 1%.
