Regulators tighten Google platform rules
Overview
The UK Competition and Markets Authority’s consultation (30 June–28 July 2026) seeks to loosen mandatory use of Apple’s App Store and Google Play for payments, capping steering fees and targeting high commissions. Apple warned that off‑platform payments could increase scams, while Google has already amended Play Store terms to permit limited steering and introduced a tiered fee model that lowers commissions for the first $1 million of revenue and for developers using third‑party billing. South Korea’s Korea Fair Trade Commission accused Google of abusing its Android dominance through “Project Hug,” tying financial support to exclusive distribution on Google Play. The alleged abuse affected about 14.16 trillion won (≈ $9.1 billion) and could expose Google to a fine of up to 6 % of that amount. In the United States, a permanent injunction issued in October 2024 requires Google to host third‑party Android app stores within Play. On 16 July 2026 Google and Epic Games withdrew their request to modify the order and abandoned a joint settlement, confirming full compliance with the original court ruling. From 22 July 2026 approved rival stores will be downloadable directly from Google Play for U.S. users, paying a $5,000 annual security‑review fee, keeping malware below 1 % and opting out of catalog listings. Google will continue routing downloads through its infrastructure and will apply a reduced 10 % commission. On the same day Google announced the Play Catalog Access Program, giving eligible third‑party stores default access to the full Play catalog unless developers opt out. The European Commission has now added a further layer of pressure under the Digital Markets Act. Binding specifications require Google to grant competing AI assistants the same level of Android integration as its own Gemini service, allowing voice activation, contextual‑data access and background tasks.
