Goyang Mayor Min Kyung-sun has engaged in ongoing discussions with central government officials to transition Goyang from a residential suburb into a self-sufficient city. Initial efforts focused on expanding transportation infrastructure, including requests to extend the Goyang-Eunpyeong Line and the Goyang-Sinsa Line, as well as addressing wage disparities for bus drivers. The Mayor also proposed relocating the Korea Racing Authority's horse racing facilities to the area to boost the local economy. Subsequent proposals have placed a heavier emphasis on industrial development. The Mayor has requested the immediate allocation of 66,000 square meters of industrial land within the Changneung District and sought amendments to the Seoul Metropolitan Area Readjustment Planning Act. These measures aim to foster sectors such as aerospace, urban air mobility (UAM), and bio-medical industries to provide sufficient jobs for the city's growing population of 1.07 million. Recent urban restructuring efforts have expanded to include climate neutrality and specialized content industries. The city has proposed a ‘Carbon Zero Forest’ model, which integrates green infrastructure like rainwater circulation systems with a circular industrial ecosystem to mitigate heat islands and flooding. Additionally, Goyang is accelerating the construction of the ‘IP Convergence Content Cluster’ in Daehwa-dong, expected to be completed in the second half of next year. This cluster aims to support the full lifecycle of content intellectual property—including webtoons, broadcasting, and gaming—by linking assets such as Ilsan Techno Valley, K-Culture Valley, and KINTEX into a unified industrial ecosystem.
