Grab driver protests and regulatory scrutiny in Vietnam

Overview

Thousands of Grab driver-partners in Vietnam, concentrated in Hanoi and Ho Chi Minh City, organized a coordinated strike on September 12 and 13 by turning off their applications. The protest was driven by grievances over high commission rates and platform fees, which drivers claim reduce their earnings to levels below a living wage. Some drivers reported that for trips over 10 kilometers, they receive less than half the total fare, with some renting vehicles reporting deductions as high as 80-90% of trip revenue.

In response to these complaints, Vietnam’s National Competition Commission, under the Ministry of Industry and Trade, has requested that Grab provide detailed data regarding its pricing, fee, and discount policies. The Commission is seeking clarification on how prices and fees are determined and communicated. To assist in a broader review, the Commission has also requested documentation from other ride-hailing service providers in the country. Authorities stated they will proceed with investigations if signs of competition law violations are discovered.
