Greece has initiated efforts to secure European Union support for large-scale energy and social transition projects. Initially, Minister of National Economy and Finance Kyriakos Pierrakakis requested that the European Commission expand Greece’s existing national escape clause to include energy resilience measures alongside defense spending, seeking to exempt over €1 billion in investments from EU net primary spending growth ceilings through 2028. Following these efforts, the European Commission approved Greece’s Social Climate Plan, a major initiative spanning 2026 to 2032. The plan, which is the fifth and largest of its kind approved under the Social Climate Fund, will mobilize approximately €4.77 billion (or €5.3 billion including VAT). Funding is sourced 75% from the EU and 25% from national resources, utilizing revenues from the new emissions trading system (ETS2) for buildings and road transport. The program focuses on mitigating energy and transport ~~poverty.~~ poverty for roughly 1.5 million households and 70,000 micro-enterprises. Key measures include the energy renovation of 62,000 ~~homes,~~ homes and 10,000 micro-enterprises, the installation of ~~200,000~~ 280,000 heat pumps and solar water heating systems, and the creation of 2,800 energy-efficient social housing units. Additionally, €226 million is earmarked for renovating public student dormitories to benefit approximately 5,930 students. To address transport needs, the plan includes the procurement of new electric buses and metro trains, alongside a ‘social leasing’ program designed to allow 15,000 vulnerable households to use electric vehicles for a monthly fee not exceeding €150. A temporary heating allowance will also be available to support up to 800,000 vulnerable households annually. These measures aim to reduce annual emissions by 811,000 tonnes of CO2 equivalent by 2032.
