In late September 2026, the Greek Ministry of Education initiated preparations for the Civic Literacy Knowledge Certification (PEGP) examinations scheduled for November 15. The Ministry issued a call for applications for proctors, evaluators, and graders, offering specific daily compensation rates for various roles across 70 examination centers.
By early October, authorities began investigating reports of fraudulent language and computer proficiency certificates being sold through express processes. These illicit certifications, which can cost between 500 and 1,500 euros, are reportedly sold with claims of a ‘99% success rate’ and are sometimes delivered without any actual examination. Such documents are used to secure points in public sector recruitment and to qualify for salary increases.
Officials from the Association of Language Testers in Europe (ALTE) and the Supreme Council for Civil Personnel Selection (ASEP) have raised concerns regarding the impact on credibility, noting that such high success rates are inconsistent with true proficiency standards.
