Greece’s out-of-court debt restructuring mechanism has reached a milestone of 69,997 successful settlements, covering original debts totaling €20.56 billion. The mechanism has supported 7,855 vulnerable households and facilitated 627 auction suspensions. For debts owed to tax authorities and social security funds, over 97,000 applications have been submitted to the extrajudicial mechanism, resulting in more than 60,000 active arrangements. To reform private debt management, the Greek government has implemented 16 regulatory interventions focused on debtor protection and servicer accountability. Key protections These measures include a cap on settlement down payments at 15% of total debt—a significant reduction from the previous 50% limit—and an extension of the maximum number of installments for certain debts from 72 to 120, with a minimum monthly payment of 30 euros. This extension applies to certain debts owed to the state and social security funds that became overdue by December 31, 2024. For compliant debtors with active repayment plans, enforcement measures such as seizures or auctions are prohibited. To ensure accountability, servicers face strict penalties for violating settlement terms. Violations result in the automatic cancellation of enforcement actions, a credit to the debtor equivalent to five installments, and fines for the company ranging from €50,000 to €500,000. Additionally, creditors must provide a full debt overview within 45 days to avoid interest suspension and must respond to settlement requests within three months. New requirements for servicers include disclosing more operational data, submitting annual strategic plans to the Bank of Greece, and undergoing independent audits for securitizations backed by the Greek state. While the government presents these as essential for market accountability, opposition parties, such as PASOK, have criticized the measures as being delayed and insufficient to address long-term debtor vulnerability.
