Greek tax audits and debt settlement reforms
Overview
In mid‑July 2026, AADE pushed the income‑tax filing deadline to 24 July and began a digital cross‑check of the 6.4 million returns filed. The audit targets undeclared income such as bank interest, dividends, property earnings, and foreign income. Penalties are tiered from 10% to 50% based on the discrepancy size, plus 0.73% monthly interest. A 72‑installment repayment scheme for overdue debts due by 31 December 2023 was also launched, requiring a minimum €30 monthly payment. By late July, the Greek Association of Private Creditors (ELAS) criticized new extrajudicial debt‑settlement mechanisms, arguing they leave citizens and small businesses exposed. ELAS noted that while the new scheme offers a 5.5% interest rate, the minimum debt threshold was cut from €10,000 to €5,000, and uptake for the 72‑installment plan has been modest, with only about 3,000 approvals from 5,500 applications. ELAS also highlighted a rise in total private debt to €410 billion and a significant increase in property foreclosures. In early August, AADE intensified its digital sweep of approximately 12,000 taxpayers earning €10,000–€20,000. Using the BANCAPP system and advanced algorithms, the authority compares declared income against consumption data, including loan repayments, insurance, and utility bills. Affected individuals receive an electronic notice (“ravasaki”) to justify mismatches within 15 days. Separately, the Dispute Resolution Directorate (DED) recently rejected a tax appeal after finding the taxpayer provided assessment numbers that did not exist in the AADE Taxis electronic system, rendering the appeal ‘indefinite and incapable of assessment’. To encourage faster compliance, AADE has introduced a tiered system of penalty reductions for taxpayers who accept audit findings and waive legal appeals. Reductions range from 50% if the debt is accepted immediately following an audit notification, down to 25% if accepted after a judicial appeal has been filed but before the scheduled hearing.
