By late October 2026, the Greek agricultural sector continued to struggle with technical failures in the OSDE 2026 digital declaration system. While the government presented the ‘myAGRO’ platform as a reform, widespread malfunctions—including platform deadlocks, electronic lease difficulties, and Land Registry synchronization failures—have hindered the submission process. In mid-September, the crisis intensified as authorities reported that less than 2% of declarations had been finalized approximately 40 days after launch. Technical bottlenecks included geospatial mapping errors and difficulties cross-referencing public registries such as ATAK and KAEK. In response, the Ministry of Rural Development and Food and the Independent Authority for Public Revenue (AADE) extended the deadline for the 2026 Single Application for Support (EAE) to September 25 for those seeking October advance payments, and moved the deadline for the transfer of rights to September 30. Additionally, in regions with a Land Registry, the minimum required geospatial overlap for digitized plots was set at 55%. To mitigate systemic delays, authorities proposed delaying mandatory registration in the Register of Farmers and Agricultural Holdings (MAAE) until 2027, ensuring it is no longer a prerequisite for the 2026 application. This aims to allow time for digital interconnection between systems. Despite these hurdles, significant progress has been made in financial distributions. In mid-October, authorities dispatched over 83.5 million euros in supplementary payments covering outstanding 2025 CAP Pillar I amounts. This was followed by an additional 32.34 million euros in payments covering Pillar I and II subsidies, including beekeeping, the wine sector, and livestock welfare. Furthermore, between October 1 and October 15, 3.73 million euros were disbursed for investment interventions, including water conservation and forest protection. However, new challenges have emerged. In late September, an EU audit by DG AGRI identified serious deficiencies in Greece’s subsidy management, citing gaps in inspections and organic certification oversight.
