As of early September 2026, the Greek Ministry of Education is finalizing staffing and operational structures for the upcoming academic year, which is set to begin on 11 September 2026. Following the application period for permanent positions, the ministry implemented 5,259 permanent teacher appointments in August 2026. This brings the total number of permanent appointments since 2019 to 53,912. Regarding temporary staffing, the first phase of hiring 29,948 substitute teachers has been completed, comprising 23,304 teachers for primary and secondary education and 6,786 special education and auxiliary staff. Minister Sofia Zacharaki announced that a second phase of hiring is expected to be finished by the end of September, with the total number of substitutes for the academic year projected to reach 45,000. Recent developments have highlighted legal limitations regarding the mobility of these temporary staff. Current legislation does not provide for “position improvement or mutual transfer” for substitute teachers and members of the Teaching and Research Staff (EEPs-EVPs), as such procedures are legally reserved exclusively for permanent educational staff. However, some Directorates of Education have been accepting requests from substitute staff at their own discretion to accommodate service needs or personal reasons. To support educators, the government is proposing rent reimbursements, tax relief, and the use of renovated public property for housing.
