Following the passage of the reform bill on September 13, 2026, further details have emerged regarding the scale of the administrative restructuring. The legislation, introduced by the Ministry of Interior, targets approximately 29,976 responsibility positions across the public administration. The breakdown of these roles includes 410 General Director positions, 5,100 Director positions, 130 Deputy Director positions, and 24,336 Department Head positions. The first major implementation of this new system is scheduled for 2027. A significant shift in the selection process involves the abolition of interviews for these roles. Instead, appointments will rely on a scoring system where the ASEP written examination carries the highest weight. These examinations, which may consist of multiple-choice questions, essay development, or a combination of both, will focus on professional effectiveness, necessary knowledge, and skills. Total years of professional experience will also serve as a secondary criterion. This meritocratic model aims to replace seniority-based selection methods.
