Greek recycling kiosk scandal

Overview

In late July 2026 Greek waste‑management firms TEXAN and TEHAN halted operation of their nationwide recycling kiosks after a surprise raid and an EPPO investigation. TEXAN announced on 15 July that it would permanently cease technical support, collection, electricity supply and the €1‑per‑33‑bottles payment; TEHAN confirmed the same day that it would stop supporting its costly “recycling‑house” installations, leaving municipalities to shoulder operational costs and prompting a shift toward supermarket‑based recycling.

On 26 July EPPO broadened the probe, focusing on alleged over‑pricing of more than 200 kiosks. Contracts valued at about €300,000 each appear roughly €11.9 million above the €66,000 market estimate. TEXAN denies misconduct, calling the accusations a defamation campaign and reiterating its suspension of support. Investigators have seized computers, digital records and contracts from TEXAN offices in Aspropyrgos and elsewhere. The Greek recycling association EDSNA issued urgent instructions for local authorities to keep the sites operational and is preparing a new tender for 585 points.

Government spokesperson Pavlos Marinikis on 27 July said he was “tired of responding to rumours,” declined to comment on specifics, and stressed that future recycling spending will be tied to the thirteen regional waste‑management plans approved since September 2024 and to EU or national funds.
