Guatemala national financial inclusion strategy

Overview

Guatemala’s Commission for Financial Inclusion (COMIF) has initiated the second phase of the National Financial Inclusion Strategy (ENIF). This stage transitions from increasing bank account access—which has risen from 37% to approximately 69% of adults—to expanding credit availability for households, entrepreneurs, and micro- and medium-sized enterprises.

While overall financial inclusion reaches roughly 85% when including fintech and cooperative users, only 16.7% of the population currently holds a loan. The new phase seeks to address this gap by promoting digital payments, increasing savings, and fostering responsible credit to drive economic development.

In a recent development related to expanding financial access, Guatemala’s National Mortgage Credit (CHN) has partnered with the Metropolitan Housing and Urban Development Company (EMVDU) to expand housing finance options for families.
