Guatemala is undergoing significant institutional turnover as leadership cycles for the Bank of Guatemala, the Monetary Board, and the Superintendency of Banks conclude on September 30. Efforts by opposition blocs, including Cabal and Vamos, to expedite the election of the new Comptroller General of Accounts (CGC) to September 29 were unsuccessful. While some deputies sought consensus to appoint Jorge Giovanni Castellanos Gudiel, the current Sub-Comptroller of Expenditure Quality, legislative sources reported the attempt to bypass the scheduled October sessions failed. Castellanos Gudiel is reportedly a leading candidate in negotiations but is currently under investigation by the Public Ministry for alleged irregularities regarding his application to the selection commission. Congress President Luis Contreras had scheduled the CGC election for October 6 and 8. The successful candidate would require at least 81 votes from the 160 deputies to serve a four-year term. Negotiations were reportedly linked to the 2027 budget and changes to the Congressional Board of Directors. Amidst these transitions, the United States Embassy has emphasized the need for “strengthening institutions free from the influence of drug trafficking networks and illicit financing.” Chargé d’Affaires Jorgan Andrews has met with various representatives to reaffirm support for a transparent, merit-based selection process for the new comptroller. On October 5, the Guatemalan Congress elected Elfego Odair Castañón González as the new Comptroller General of Accounts (CGC) for the 2026-2030 term. Currently serving as the institution’s Administrative Sub-Comptroller, Castañón González secured 154 votes, significantly surpassing the 81-vote requirement. He is set to succeed Frank Bode Fuentes and will officially assume his duties on October 13. The election has drawn scrutiny due to potential conflicts of interest. Castañón González’s familial ties; he is González received 65 points from the brother of Postulation Commission, the lowest score among the six finalists. Furthermore, several family members work within the institution, including his wife, Liliana Aracely Fuentes Fuentes, and his brother, Lenin Magdonal Castañón González. Notably, the only dissenting vote during the election came from his brother, Semilla party deputy Manfredo Duvalier Castañón González. González, who cited ethical reasons for his opposition. As Comptroller General, Castañón González will oversee the auditing of state resources, municipalities, and decentralized entities. The role is considered particularly critical leading up to the 2027 elections, as the CGC is responsible for issuing the certificates of solvency (finiquitos) required for political candidates to register for office.
