Guinea-Bissau military transition and political crisis
Overview
Guinea-Bissau remains in a state of political crisis under military authority following the November 26, 2025, takeover. As the nation approaches the December 6, 2026, presidential and legislative elections, tensions persist regarding the return of former President Umaro Sissoco Embaló. While Embaló intends to run for office from his exile in Morocco, the military High Command maintains that “the necessary security conditions to guarantee his safe return are not currently met.”
Security forces continue large-scale disarmament operations in Bissau, targeting weapons and ammunition, some of which have been linked to Embaló’s associates. This instability follows an August 2026 constitutional reform that expanded presidential powers and reduced parliamentary influence. In response, twenty-four regional figures from Senegal, Cape Verde, and Guinea-Bissau have petitioned ECOWAS to ensure a credible transition to civilian rule and an independent opposition.
Adding to the legal pressures, the ECOWAS Court of Justice has ruled against the state, ordering Guinea-Bissau to indemnify five opposition politicians for illegal detention following the 2025 coup attempt. The court found the government responsible for “serious violations of fundamental human rights.” The victims, including former Prime Minister Domingos Simões Pereira and Social Renewal Party leader Roberto Mbesba, are each to receive 30 million CFA francs in compensation.
