Overview
In late June 2026 Guinea‑Bissau’s opposition condemned an ECOWAS envoy’s call for a referendum on a draft constitution drafted by the military junta that seized power after the November 2025 coup, warning that the text would concentrate power in the presidency. The opposition subsequently accused ECOWAS of legitimising the junta and demanded the release of detained figures, the reopening of political space and a revision of the electoral law. PAIGC leader Domingos Simões Pereira was briefly released on bail in early July but was placed in preventive detention on 10 July and returned to prison on 12 July after a military‑court ruling. His family said no trial date had been set and expressed concern for his health, rejecting junta claims of violent conduct. On 13 July, the Institute of International African Law and Good Governance presented a white paper in France analysing the interruption of the November 2025 presidential election, Pereira’s detention and the broader institutional crisis. The paper called on ECOWAS, the African Union, the United Nations, the Community of Portuguese‑Speaking Countries and the European Union to intensify diplomatic and legal efforts, consider a constitutional referendum and organise new elections, with respect for the rule of law and human rights. Later on 13 July, Pereira was moved back to prison by the military court after a period of house arrest. The court now accuses him of involvement in an alleged October 2025 coup attempt, allegations he denies. No trial date has been set, and his relatives reiterated concerns for his health and safety. Governments of Cabo Verde and Portugal, together with the CPLP and Portuguese political parties, have appealed to regional and international bodies to secure his immediate release, describing the detention as arbitrary political persecution and urging pressure to restore constitutional order.
