Guinean media regulation and UEMOA leadership
Overview
Guinea’s Haute Autorité de la Communication (HAC) recently released a report evaluating media coverage of the 2025 presidential elections and the 2026 legislative and communal elections. HAC President Boubacar Yacine Diallo noted the professionalism of journalists and reported that no formal complaints were filed against media outlets or foreign correspondents during these cycles.
Following this report, Guinea prepared to assume the presidency of the Platform of Audiovisual Regulators for UEMOA member states. During the 12th General Assembly in Conakry, which opened on August 31, 2026, Aboubacar Yacine Diallo announced that Guinea will assume the presidency of the platform for the next two years, succeeding Togo.
Diallo addressed the challenges of digital media, emphasizing that regulation should act as a “shield for freedoms” and a “vector for social peace” rather than a mechanism for censorship. The regional assembly focused on harmonizing approaches to combat fake news, hate speech, cybercrime, and cybersecurity threats on social media platforms to protect social cohesion.
