Guyana aviation safety and cooperation initiatives

Overview

Guyana has initiated several efforts to strengthen aviation safety and regulatory cooperation both regionally and internationally. The country hosted the third Global Regional Safety Oversight Organisations (RSOOs) and Regional Accident and Incident Investigation Organisations (RAIOs) conference in Georgetown, organized by the International Civil Aviation Organization (ICAO) and the European Union Aviation Safety Agency (EASA). During this summit, President Irfaan Ali advocated for an artificial intelligence roadmap for airspace tracking and expressed interest in establishing an internationally accredited aviation educational institution.

Regional efforts have focused on the Caribbean Aviation Safety and Security Oversight System (CASSOS). Following the global forum, CARICOM ministers convened to work toward the Georgetown Declaration to enhance regional oversight. Subsequent meetings involving the CARICOM Secretariat and ICAO established a roadmap through 2035 to address regulatory harmonization and the sustainability of civil aviation authorities in the Caribbean.

On a bilateral level, Guyana has expanded its technical cooperation through various agreements. It signed a Memorandum of Understanding with the Dominican Republic to promote sustainable aviation and decarbonization, specifically focusing on Sustainable Aviation Fuels (SAF). Additionally, the Guyana Civil Aviation Authority signed an agreement with the Uganda Civil Aviation Authority to enhance knowledge sharing, safety surveillance, and personnel training.
