Gyeongsangbuk-do counties competition for correctional sites
Overview
Several counties in northern Gyeongsangbuk-do—Cheongsong, Yeongyang, Uiseong, and Yeongdeok—are competing for a Ministry of Justice initiative to host new correctional facilities. The project utilizes a Build-Transfer-Lease (BTL) model to address regional population decline and economic stagnation, with a target completion date of December 2034.
Uiseong County has officially applied, conducting briefing sessions to build community consensus. The county anticipates approximately 800 billion won in economic benefits, expecting the facility to house 1,000 inmates and employ over 250 permanent staff. County Mayor Choi Yu-cheol stated the goal is to secure a “new growth engine to overcome the crisis of regional extinction.”
Cheongsong County is proposing sites based on its 40 years of experience, expecting an economic impact of 400 billion won and an influx of 500 permanent residents. Yeongyang County, which submitted its initial application on October 12, is planning a formal proposal for early next month. Approximately 500 residents recently held a rally in support of the facility to combat regional extinction. Officials noted that the community has faced historical sacrifices, including uncompensated land loss in 1981, and ongoing development restrictions due to environmental regulations near facility water sources.
Yeongdeok County continues to conduct public hearings and surveys to gauge support for its candidate sites.
