Overview

On October 1, 2026, Prime Minister Alix Didier Fils-Aimé launched a new unified tax code to mark the start of the 2026-2027 fiscal year. The reform aims to consolidate scattered laws and regulations into a single text to increase transparency, predictability, and equity while strengthening national resource mobilization.

Following the implementation, the Ministry of Economy and Finance (MEF) indicated that the new regulations, which replace the December 19, 2022, Tax Code, may increase the disposable income of certain public officials. This is due to modifications in income tax brackets and withholding rates. Specifically, the first income tax bracket was expanded, raising its upper limit from 60,000 to 360,000 gourdes per year.

While the withholding rate on non-salary remuneration like bonuses is set to increase from 10% to 15%, the MEF suggests that reductions in tax on base salaries may offset these changes. Simulations involving members of the Haitian National Police (PNH) showed potential net monthly gains ranging from 2,168 to 3,076 gourdes for agents with specific salary and bonus structures.
